The scheme is specifically targeted at failed asylum seekers who are unable to return to their home countries due to various reasons. Unlike a separate deportation plan to Rwanda, which has faced legal obstacles due to concerns about safety, this voluntary scheme does not depend on the approval of the Safety of Rwanda Bill by Parliament.The Safety of Rwanda Bill seeks to designate Rwanda as a safe place for deportations, but its passage has been hindered by legal challenges.
In contrast, the new cash incentives scheme is voluntary and does not require parliamentary approval. While the details of the scheme are yet to be fully disclosed, it represents a government effort to address the issue of failed asylum seekers and provide them with an alternative option to return to their home countries or relocate to Rwanda voluntarily.
