West Africa Leads Africa’s Digital Tax Revolution as Nigeria, Ghana, Benin Drive Major Reforms – WATAF

West African countries including Nigeria, Ghana, Benin, and Senegal are taking the lead in reshaping Africa’s tax landscape through bold reforms targeting digital services and online economic activities. This was revealed by the Executive Secretary of the West African Tax Administration Forum (WATAF), Mr. Jules Tapsoba, during a high-level tax symposium in Morocco.

Speaking at the 11th Africa Tax Symposium held in Rabat from June 3–5, 2026, Tapsoba noted that these reforms are helping governments better capture revenue in an increasingly digital global economy. As more economic activity shifts online, tax systems across the region are being redesigned to keep pace with innovation.

He explained that WATAF, working alongside the African Tax Administration Forum (ATAF), is developing tools and frameworks to strengthen how digital economies are taxed. These include regional applications and knowledge-sharing systems designed to improve cooperation between tax and customs authorities across member states.

According to him, countries in West Africa are already adopting modern solutions such as electronic VAT systems, digital dispute resolution platforms, and integrated tax administration systems. While progress differs from country to country, the overall direction shows a clear shift toward digital-first tax governance aimed at improving transparency and boosting revenue collection.

The symposium, organized by the International Bureau of Fiscal Documentation (IBFD), brought together tax leaders, policymakers, and global experts to discuss the future of taxation in a rapidly evolving digital world. During the event, Mr. Tapsoba was also honoured for his contribution to strengthening tax systems across West Africa, dedicating the recognition to member countries and partners driving ongoing reforms.
