Somalia’s National Communications Authority (NCA) and Türkiye’s Information Technologies and Communications Authority (BTK) have taken a significant step to deepen cooperation in the digital space. On February 11, 2026, both agencies signed a Memorandum of Understanding (MoU) designed to enhance collaboration across electronic communications, regulatory practices, and technical innovation. The agreement signals a growing partnership between the two nations in a sector crucial for economic development and connectivity.
The MoU sets a comprehensive framework for collaboration in multiple areas, including satellite communications regulation, cybersecurity, spectrum management, broadband deployment, and the resilience of telecommunications networks. It also covers internet regulation and other key regulatory aspects of the communications sector, reflecting a shared commitment to modernizing digital infrastructure and services in both countries.
The signing ceremony took place at BTK headquarters in Ankara, with Mr. Mustafa Yasin Sheikh, Director General of Somalia’s NCA, and Mr. Ömer Abdullah Karagözoğlu, Chairman of the Board and President of Türkiye’s BTK, officially endorsing the agreement. Both leaders emphasized that the partnership would promote knowledge exchange, capacity building, and adoption of international best practices in digital communications.
“Through this partnership, we aim to promote the exchange of knowledge, regulatory experience, and best practices, thereby supporting resilient, forward-looking communications sectors in both Türkiye and Somalia,” said Mr. Karagözoğlu. Mr. Sheikh added, “This agreement strengthens institutional collaboration, enhances regulatory frameworks, and contributes to the growth and modernization of Somalia’s communications sector.”
Following the signing, the Somali delegation engaged in technical discussions with BTK and other relevant institutions, focusing on cybersecurity, consumer protection, internet governance, and broader regulatory practices. These sessions highlighted the commitment of both countries to not only share expertise but also build a foundation for long-term cooperation in advancing digital connectivity and secure communications.
