NUPRC Engages Global Investors Ahead of 2025 Oil & Gas Licensing Round

The Nigerian Upstream Petroleum Regulatory Commission (NUPRC) is reaching out to global energy investors, upstream operators, and financial partners ahead of the country’s 2025 oil and gas licensing round. In a bid to attract fresh investment, the commission has announced a pre-bid webinar designed to provide clarity and certainty for companies looking to participate in the licensing process.

Titled the “2025 Licensing Round Pre-bid Webinar”, the session will cover 50 oil and gas blocks spanning frontier, onshore, shallow-water, and deepwater terrains. According to the NUPRC, the initiative is part of a broader effort to make Nigeria’s upstream sector more competitive, with clearer rules, predictable processes, and investor-focused regulations.

Scheduled for Wednesday at 10:00 a.m., the webinar will offer a step-by-step walkthrough of bid requirements, timelines, evaluation criteria, and licensing terms. Participants will also get practical guidance on structuring compliant, bankable bids and gain direct access to regulators through a live Q&A session, ensuring transparency and reduced execution risks.

The 2025 licensing round, approved by President Bola Tinubu and launched on December 1, 2025, aims to boost national oil production by 400,000 barrels per day and attract $10 billion in new investments. It is expected to unlock dormant gas-rich assets, increase hydrocarbon reserves, and strengthen Nigeria’s economy under the Petroleum Industry Act 2021.

The webinar will feature insights from senior NUPRC officials, including Chief Executive Oritsemeyiwa Eyesan, Director Edu Inyang, and heads of lease, basinal, economic, and legal administration departments. Their presentations are expected to guide investors through the regulatory framework, fiscal policies, and model contracts for the upcoming licensing round, helping Nigeria secure fresh upstream investment and stimulate exploration activity.
