The Lagos State Government has launched a groundbreaking €360 million water transport initiative, known as the Omi Eko Project, aimed at modernising the city’s ferry system and promoting sustainable urban mobility. The project is backed by the French Development Agency (AFD), the European Union (EU), and the European Investment Bank (EIB), marking one of the largest international collaborations in Lagos’ transport history.
Spearheaded by the Lagos State Waterways Authority (LASWA), the project will introduce 15 structured ferry routes covering 140 kilometres and connect 25 upgraded terminals across the state. It will also see the introduction of 75 electric-powered vessels, each capable of carrying up to 440 passengers, to reduce carbon emissions and improve both air and water quality in the city.
Speaking at the official launch, Governor Babajide Sanwo-Olu described the project as a landmark step in Lagos’ transformation journey. “This project is not merely about infrastructure; it is about the transformation of lives, of livelihoods, and of Lagos itself,” he said. “It reflects our ambition, innovation, and shared determination to build a Lagos that works for all.”
France’s Minister for Europe and Foreign Affairs, Jean-Noël Barrot, highlighted the initiative as a model for sustainable urban transport in Africa. Similarly, EU Ambassador to Nigeria, Gautier Mignot, said the project aligns with the EU’s Global Gateway Strategy, which seeks to boost green and digital connectivity across the ECOWAS region. EIB Regional Director, Rodger Stuart, added that the investment would enhance mobility for Lagos’ 23 million residents while reducing congestion and pollution.
Integrated with the existing BRT and Metro systems through the Cowry Card, the Omi Eko Project aims to boost water transport’s share of daily commuting from one to five percent. This is expected to save commuters up to two hours on major routes, ease road traffic, and foster cleaner, more efficient transport. Construction and rehabilitation work will begin immediately, signaling a new era in Lagos’ sustainable transport development.
