Nigerian Consumer Rights Agency Urges Fairness in Electricity Metering Transition

The Federal Competition and Consumer Protection Commission (FCCPC) head, Tunji Bello, has urged electricity distribution companies (DisCos) to prioritize consumer rights amid Nigeria’s metering transition. In a meeting with stakeholders in Abuja, Bello highlighted ongoing concerns about arbitrary billing, lack of transparency, and the phase-out of outdated prepaid meters, such as the Unistar model. This shift, set to begin on November 14, has sparked concerns over whether consumers will face replacement costs or prohibited estimated billing practices.

The FCCPC meeting addressed issues raised by consumers, including a complaint from an Ikeja Electric customer who described the high costs of meter replacements as “unacceptable.” Bello reiterated that DisCos must shoulder the cost of meter replacements, stating that consumers should not be penalized for obsolete equipment. He emphasized that the Nigeria Electricity Regulatory Commission (NERC) prohibits the burdening of consumers with these charges and requires that faulty meters be replaced promptly.

The FCCPC condemned the widespread use of estimated billing for customers with faulty meters, a practice that breaches NERC regulations. Bello warned DisCos against violating consumer protection laws, adding that the FCCPC would take immediate corrective actions to ensure fair treatment. The meeting also allowed stakeholders to express their views, stressing the need for adherence to regulatory guidelines.
