FIRS Generates ₦22.59tn in 9 Months Amid Sweeping Tax Reforms

The Federal Inland Revenue Service (FIRS) has achieved a landmark revenue performance, collecting ₦22.59 trillion between January and September 2025, and an impressive ₦47.39 trillion over the last two years. Chairman of FIRS, Dr. Zacch Adedeji, described the figures as evidence of Nigeria’s ongoing fiscal transformation under his leadership. According to him, the total collection represented 115 percent of the service’s target, reflecting stronger tax compliance, digital efficiency, and diversification away from oil revenues.

Adedeji explained that non-oil revenue accounted for 76 percent of total collections, showing Nigeria’s success in reducing dependence on crude oil. Within the period, oil taxes contributed ₦5.29 trillion (98 percent of target), while non-oil taxes reached ₦17.3 trillion — 128 percent of the target. He added that non-import VAT exceeded expectations at 137 percent, with import VAT following closely at 131 percent. These numbers, he said, highlight how FIRS’ reforms are improving compliance, transparency, and efficiency in tax administration.

Speaking on the agency’s broader reform agenda, Adedeji revealed that FIRS is set to transition into the Nigeria Revenue Service (NRS) by January 1, 2026. The restructured agency will take on an expanded role, including non-tax revenue collection from the Nigeria Upstream Petroleum Regulatory Commission (NUPRC). He emphasized that the move will further strengthen fiscal sustainability, boost revenue generation, and align Nigeria’s tax administration with global best practices.

Under Adedeji’s tenure, FIRS has rolled out several digital transformation projects aimed at simplifying tax processes and improving transparency. Among them are the National Single Window Project, which integrates trade and tax systems across ports and agencies; the National e-Invoicing Solution (Merchant-Buyer Model) launched in August 2025; and the *829# USSD code, which allows taxpayers to verify TINs, obtain Tax Clearance Certificates (TCCs), and access key services via mobile phones. These innovations, Adedeji noted, are central to FIRS’ vision of becoming a modern, technology-driven revenue agency.

Adedeji reaffirmed the agency’s commitment to fairness, inclusivity, and continuous engagement with stakeholders. He announced plans for nationwide tax clinics to support small businesses and startups with filing assistance and dispute resolution, alongside stronger international cooperation through new tax treaties with countries including Hong Kong, Botswana, and Switzerland. “FIRS remains committed to simplifying tax, maximizing revenue, and enabling national development through transparency, innovation, and collaboration,” he said.
