Nigeria’s House of Representatives Committee on Appropriation has issued a firm directive to Finance and Economy Minister Wale Edun to withdraw a controversial section of the 2025 national budget. The lawmakers say the “Operational Process for the Implementation of Year 2025 Budget” does not align with established appropriation rules and must be pulled back immediately.
In an exclusive letter seen by LEADERSHIP, the Committee asked Edun to formally remove the operational process document by Friday, September 12, 2025, and to notify all Ministries, Departments and Agencies (MDAs) about the withdrawal. The correspondence, signed by Committee Chairman Abubakar Kabir Abubakar, was titled “Transmission of Resolution on Withdrawal of Operations Process for Year 2025 Budget.”
This decision followed a rowdy joint session on Wednesday between the Committee, Edun, the Minister of Budget and Economic Planning, the Director-General of the Budget Office, and the Accountant-General of the Federation. Lawmakers argued that pages 7 and 8 of the document outlined budget processes inconsistent with Nigeria’s appropriation framework, effectively challenging the Executive’s implementation plan.
When contacted for comment, neither the Finance Ministry’s Director of Information, Mohammed Manga, nor the Minister’s Special Adviser on Media, Dr. Ogho Okiti, offered a response before press time. Manga said the issue had been sent to the right person, while Okiti promised to revert but had not done so by the time of filing this report.
