Ghana Finance Ministry Completes GH¢9.7bn Coupon Payment Under Domestic Debt Exchange Programme

The Ministry of Finance has announced the successful completion of a GH¢9.7 billion coupon payment under the Domestic Debt Exchange Programme (DDEP). According to an official statement, a total of GH¢9,698,815,220.17 was disbursed, marking another milestone in the government’s efforts to meet its debt obligations.

With this latest disbursement, total payments made under the DDEP in 2025 have now reached GH¢19.4 billion. The Ministry emphasized that the payment demonstrates government’s commitment to upholding the terms outlined in the Memorandum of Understanding signed with investors during the exchange programme.

Officials highlighted that the move is expected to restore investor confidence in the country’s fiscal framework while reinforcing Ghana’s credibility in meeting both local and international debt obligations. They stressed that honouring these payments is key to stabilizing the financial sector and boosting investor sentiment.

To strengthen future debt management, the government has established two dedicated sinking fund accounts in line with the 2025 Mid-Year Fiscal Policy Review and the Public Financial Management Act, 2016 (Act 921). These include a Cedi Sinking Fund Account and a US Dollar Sinking Fund Account, designed to serve as liquidity buffers for redeeming bonds maturing in 2026, 2027, and 2028.

The Ministry further reassured investors and the general public that all subsequent debt obligations under the DDEP will be honoured in full and on schedule. Authorities say the strategy will ensure long-term fiscal stability while protecting the nation’s economic recovery trajectory.
